1. In the a medium pot, bring salted water to a rolling boil and cook pasta according to instructions. Drain and set aside (with extra oil tossed in so it does not stick).
2. Heat oil and butter in a pan over medium heat. Gently sauté garlic for 2-3 minutes. Add white wine, water, salt, pepper, and crushed red pepper. Bring to a simmer and cook for 10 minutes.
3. Add lemon and water and simmer for 10 more minutes.
4. Add shrimp and cook about 4 minutes on each side. Then serve over fettuccine and garnish with parsley.
